Your point is valid and well put, Mike.
NASA’s spent the money we give them both well and poorly but let me say, not as a defense but as a fact of life, that that sort of behavior is inherent in government programs.

I believe it was Milton Friedman who said there are four ways to spend money: (1) you spend your own money on yourself, (2) you spend other people’s money on yourself, (3) you spend your own money on other people, and (4) you spend other people’s money on other people. You can guess which method is most carefully and thoughtfully applied. Hint: it’s also the same method used by government.

That’s why the rise of civilian players like Space X, Boeing, and Sierra Nevada is welcome. You can bet that profit-driven private enterprise will wring all the costs possible out of operations.

That said, though, we need to understand that only government, however wastefully, had to do the development work. No private entity or investment group would have risked the money required.

So a government bureaucracy was our only way to space. And talented, highly skilled bureaucratic leadership is an oxymoron!
