So first ...

I reached out to one of the best in the biz

And these are the words straight from George

It's probably Tampo. So, it's paint. Get some "non-acetone" nail polish remover and q-tips. Dip and start rubbing. Only take off what you want off. Don't get aggressive. When done, wipe with alcohol. If the finish blushes you can buff it out.

When I was kid ... we called them " DECALS " .... duh !!!
