You MUST know how to differentiated between the two.

Paint Rash is usually a concentrated area of small, numerous bubbles "under" the paint. Sadly, this problem is quite common. Fixes include EVERYTHING from "casual" sanding and re-polishing (buffing) to complete paint strip & repainting.

Diecast Cancer is far worse but less common. DC can appear as PR but can include any ONE or ALL of the following characteristics: Noticeable spider lines, paint cracks, blistering, puckering, swelling, twisting & warping, expansion and disintegration.

Unfortunately, there's nothing that can be done to save a diecast replica (ANY REPLICA) once it's infected with DC.

DC will continuously "eat away" at the metal until it's reduced to dust.

Just why diecast metal becomes fatigued in this way is the subject for another time but basically the "recipe" for "good metal" becomes tainted or flawed either by human error or as a cost cutting measure.
