The seller sets the instant win price. The system defaults to the minimum bid listing.
So, you either want to buy the model at the instant win price or you can pass. There is no option for submitting a lower bid. You can submit a higher bid that the instant win, but then the listing turns into an auction. If you bid on a listing at the instant win price, you bought it. That's why it called "instant win."

So, for clarity's sake, the minimum bid nomenclature really doesn't apply to that listing unless a higher bid is offered. Yet, there's no way for the system to accommodate an auction with no minimum bid, so one is listed. It's a minor flaw we have all learned to live with.
