Good question but not an easy answer. First of all, I generally buy these on ebay, watching
for the unusual or really good prices or really interesting figures. Some names that I like are Arttista, Omen, and others; BUT many if not most do not have easily recognized brand names. Those from China tend to come in unpainted format with multiple characters repeated, so you buy 50 figures but get only 8 or 10 different. Also, prices vary tremendously. Some of the finest come from France, Germany, and Russia, but expect to see prices of more than $5 per figures even in multiple sets. Really well painted and unique figures, such as racing drivers, may be priced close to what we used to pay for a good 1:43 model. I have very few of those, if any at all.

Also, be open to size variation. A collector whom I respect once said, "There are few humans who are exactly 1:1." So be open to Lionel scale of 1:48 or other variation. Sometimes the smaller size fits better behind a steering wheel, too.
