Frank, I doubt most people would call Detroit Michigan a sanctuary city now. Sadly though...
...Detroit Michigan has historically been known as a city of "the powerful & the powerless." Obviously a connotation that elected officials would like to augment. With tremendous multi-million dollar development ongoing in urban areas the fringes continue to experience positive enhancements with lesser urgency.

Still the fact remains... Detroit is "bouncing up," not down.
